Preference Documents - EUR1

The UK and European Union has special trading relationships with certain Countries and trading areas.

These preference agreements usually mean that goods can be exported to these areas and on arrival reduced or no duties are charged to the importer providing that:

  • The goods exported conform to origin requirements.
  • A document is made available at the time of import clearance.
  • The goods travel directly to the preference area.

Depending upon the Country different documents are used and the factors influencing the type of document to be provided include the final destination and value of the consignment.

If shipping mixed origin consignments only those goods meeting preference rules can claim duty reductions - therefore EUR1s should only show these items.

Who Completes Them?

  • The exporter (see Customs' notices 827, 828 and 823)
  • Freight forwarders (with authorisation and usually for a fee)

Who Needs Them?

The importer - at the time of import clearance - although late EUR1s can be submitted retrospectively within given time limits.
