As importers, we are all being encouraged to trade with countries which have Free Trade Agreements with the EU, such as North Africa, South Africa, Mexico, Norway and Switzerland, or even developing countries so that we can take advantage of reduced rates of import duty using the GSP regime. As exporters, we are often asked to supply EUR1 Movement Certificates with the consignment so that our customers can import the goods duty-free.
But do we know how to use and issue Certificates of Origin? Are exporters aware of the rules concerning origin of products, especially if the exporter imports materials from overseas to incorporate in the production process? And what happens if the man from Customs knocks on your door to tell you that he has found out that you shouldn't be issuing EUR1s because your products do not originate in the EU?
